Definitely try a taller front sight and maybe slow it down a little bit to see if that helps. Had the same problem with my 1894 38-55 with 30″ barrel that shot 14″ high at 100 yrds. According to the Redbook of Winchester Values, this serial number falls within the Model 55 as well as the Model 94 range. I can't seem to find what year my 55 was manufactured.
